they allowed the fake set to be shown to normalize it. It allows them to say, "we do that from time to time. If we want to show the President in a formal setting but logistically we are away from the white House...". It allows them to excuse any any accidental reveals.

Even Colbert bringing attention to it will contribute to the public thinking nothing of it the next time they see it.
