How to make your innocent civilians look terrible, their play book:
You accuse them for really nothing and give them a fine/charge and now they have a crime record! Everybody can find if the person is on the list, but can not see for what if they paid the charge!
That happened in Nazi-Germany, where they were telling that all the Jewish people were crooks and that they had to transport them to the concentration camps> now FEMA camps!
All to get the resistance behind their bars and push their agenda> Propaganda. Right now we are seeing the same thing: protesters/demonstrators have to show their passport or identification card and the policeman is passing it on to a colleague who is putting the passport in the dashbord drawer of the police car (happenend in The Hague). You won't get it back untill you pay the fine, and then offcourse, you are guilty because you agreed to pay their fine. Now you are listed/on their list as a criminal!

Another example of over-reach: suppose there is a protest in front of the Capital. FEMA and ass=ociates have the capability to scan the crowd, run checks on the protesters...and have law enforcement arrest people in the crowd with a criminal background.
