Is there any doubt in anyones mind that the 3 Gorges Dam is going to break eventually?

it really doesnt feel like a white hat operation to sit on their hands and having this whole operation hinge on the undresicztability of a capsizing dam, it seems, just a very awkwars thing, we have this plan ready to go, but well have to wait a few yesrs for this dam to collapse, surely they could , you know, blow on it like some hot soup
