The DS is in ALL the US alphabet agencies, many not even part of the FEDERAL government of the US.

For example,CDC,NIH,WHO are all funded by private sources with fed grants as well.

The you have the Dept of Education, Energy, Commerce,FBI,CIA,DOJ,ATF,DoD and all are fed funded but have these lifetime Senior Executive Services bureaucrats in all of them and these employees create regulations and rules that basically invalidate most of the reason for having a Congress or President.
