Bernier had made an earlier appearance at a rally in Winkler, Manitoba. He had been on a "Mad Max Manitoba tour" to protest restrictions in the province.

Last time I checked noone needs to listen to drug dealers for any advice whatsoever. Has to be staged as the right people haven't been arrested yet and there's numerous offences they've committed
