I didn't know evil could be organized to survive so long in a "stable orbit." I had naively thought that evil self-destructs on its own hypocrisy and immorality. Baby sacrifice? In the modern world? I had no idea that a whole society could be created and sustained on such things.

It must have taken real effort to keep it going this long, and the glue, as others have pointed out, was the abuse and bloodletting.
Abuse of their own to program them and bloodletting/murder to tie them together in that evil bond. Exposure meant prison or death, whichever came first.
Of course the consuming of blood has another purpose entirely and creates the addiction. Another part of the glue that holds it all together.
The average person wouldn’t believe that this is possible.
