MR POOL DECODE, PART 2 (UPDATE) ASKING FOR DECODE HELP

I'm working on the second part, need more eyes,
'ceF3efc9' is (hexadecimal) for sure, my code used in orig post yields: ÎóïÉ -> nothing.
In gematria I get a more interesting result,, RIGHT next to each other

I'm a software engineer, which may/may not surprise you, I visited Mr Pools twitter tonight and found a string of binary which I decoded, here was the result (with my code to decode it)

SUTOCS is what the 0's and 1's spell which is SCOTUS spelled backward, INTERDASTING.

Yes, totally agree with you Jeremos, good catch, I remembered that as well and immediately read the first decode backwards. The cef3efc9 part is not so clear, could be red herring but The Gematria is a decent lead.
