'ceF3efc9' is (hexadecimal) for sure, my code used in orig post yields: ÎóïÉ -> nothing.

In gematria I get a more interesting result,, RIGHT next to each other

Yes, totally agree with you Jeremos, good catch, I remembered that as well and immediately read the first decode backwards. The cef3efc9 part is not so clear, could be red herring but The Gematria is a decent lead.
