the white slash neutral wite is carrying unbalanced load back to the system neutral or to a grounded water pipe it depends on the type of power system that feeds your house there are two types a wye system and a delta system. Wye is a grounded system delta is not.

Being that the power lines induct energy, thuse creating energy.
So with the white wire returning power, what else could energy being inducted from?
Unused power and/or extra power and the power?
Hmm, Does the power company charge fees for returning energy?
