May I add that this is totally unlawful according to our Constitution!
Murdock v. Pennsylvania (319 US 105):
"No state shall convert a liberty into a privilege & charge a fee therefor."
and
Shuttlesworth v. City of Birmingham, AL (373 US 262):
"If the state converts a right (liberty) into a privilege, the citizen can ignore the license & fee & engage in the right (liberty) with impunity."
Impunity means there is no recourse against you.
It's time all Americans learned what rights they have & proceed to EXERCISE those rights!
