There could be a few reasons for this. Hypothetically, what if the "vax" literally does nothing and Trump knows this? Then getting everyone vaxxed opens up the country quickly. What if the vax is a kill shot but predominately left-turd sheeple get it, and Trump knows this? Saying this partially tongue in cheek but no great loss there. Then there is the theory that Trump is not even talking about the vax at all. Many possibilities here, so I wouldn't take it too seriously, or at face value.
