If this is really their plan, it's a bad one. The 3rd phase sounds like mass pandemonium and lawlessness. The Cabal wouldn't do well in a lawless environment. Their laws are the only thing giving them their power. Take that away, then despite the mass civil unrest, power would truly be returned to the people in the forum vigilante justice. Would you want to be a Deep Stater if the shit truly hit the fan?

Their goal has always been control. This requires civic order (though they're not above starting wars when it suits them). Their goal is also population reduction, not through billions of corpses but through billions who would never be born in the first place. This explains the reported sterilization effects of this (and probably other) vaccines.

The harder they hit, the harder they'll be hit back in the form of mass resistance and civil disobedience. They like their operations orderly. The last thing they want to do is unite an awakened populace against them.
