The Constitution states " from time to time" and with an invitation to speak to the joint session of Congress. A number of Presidents have chosen not to speak the same year as their inauguration. While it may be significant that Trump is speaking and Bidan hasnt, the Constitutional guidelines for the Presidential address have not been broken.
