All these huge but needed fines...but where does that money go?
The crime is against WE THE PEOPLE...yet nothing has ever been returned to us, to my knowledge.
So, is this just another way to siphon and claim they are Here TO HELP?

Depends on how the ruling is worded. Some time it goes back to govenrment and some times restitution goes to victims.
