I live in this region. The area you are pointing out is in line with the aircraft controllers tower at Reagan National Airport and is actually the lit ferris wheel at the Gaylord Hotel and Casino directly across the Potomac river in Maryland. You would see this view when crossing the Woodrow Wilson Bridge coming into Virginia and/or going to Maryland. The ferris wheel is lit with lights every night of the week and spins. Very mesmerizing.
