It's no joke, Arba.
They know when Police exit their vehicles, although locked, the patrol cars are unattended.
They are trying to impede Law Enforcement from performing law enforcement. Can't give chase, and can't even away to safety, let alone operate the Patrol Car safely.
It's meant to HARM.
It's Sabotage - and WE ARE OFFICIALLY AT WAR - which under the Laws of Warfare makes the Perpetrator an "unprivileged belligerent", basically a SPY.
