No need for a tax 'strike' actually.
Most people (all wage/salaried workers being paid in exchange for their *labor*) are already *exempt*. Have been from the beginning by the IRS's OWN definition of what constitutes "income".
Just up to them to research and realize it and check that "exempt" box on their 1040 employment form so the taxes (that they don't OWE) will no longer be deducted from their pay checks.
