Parents can stop these kids in their tracks before the bad behavior gets worst. Problem is the Injustice System wants the power to dictate how we solve our problems, and therefore the rotten game continues, and victims get abused. It's not a 'Justice System' at all. It's a freakin joke, imvho. Decades of corruption and protection for criminals is wearing thin.

Well spoken, and the reality is the Justice System in America isn't even American - it's British...The BAR

and they make sure that system is a revolving door for criminals, so they keep TERRORIZING the American Public.
Even Kids doing this crap, and I hear it's somewhat of an epidemic, need some severe consequences to learn NOT to prey on other kids and I don't mean just suspension from school.
A few months Hard Time in a severe Boot Camp would take care of that deviant behavior - teach them to be respectful.
As for the Parents, make them share the civil and even some criminal liability for raising these Monsters-in-training. That'll straighten that out, too. Send them to a Boot Camp of their own while they're being sued for being stupid parents.
You know what I love about the UCMJ?
So many of the Regulations end with "shall be punished as a court-martial may direct." That kinda leaves it up for the court to be creative.
