SHOCKING: A woman falls off an electric scooter in the middle of the street… and the driver runs right over her. Thankfully, she survived with no serious injuries.

But here’s the real question:

Should the driver have seen her — or was this one of those split-second moments where nobody is really at fault?

Modern cities are full of scooters, distracted pedestrians, and traffic chaos… so who’s responsible here?
Do you blame the driver, the scooter rider, or the city for creating unsafe conditions?
