If payments like Trump’s $2,000 “tariff dividend” became permanent, it could be the seed of a U.S. sovereign wealth fund — tariffs feed a national investment pool, profits from that pool fund annual citizen dividends.
Basically:
Tariffs → Fund → Investments → Dividends → Citizens.
