I’ve had this thought too, they do not make sense but also on the other hand they are just clinging on so hard to old stories and resentment they can’t see past that. I think the suffering has to be so severe they open their eyes or they just die in their sins. I almost feel like NPCs are more go with the flow and lost and do not really do much either way of helping or hurting.
