No. The Supremacy Clause in the Constitution makes that clear. No state law can repeal federal orders or laws. They can choose to ignore the feds, sure. Unfortunately, that brings a conflict between the state and federal government. Which is why withholding federal funding is a powerful action to keep the state in line.
That can go only so far before things turn kinetic between the local constituents and the state. The goal is to take care of business before it goes off the rails.
