Grassley is working with Democrat Senators from New Jersey in a "gentlemen's agreement," giving them VETO POWER over Habba's confirmation.
It's called a "blue slip," and it's not based on ANY law at all.
"The only person I could get approved are Democrats or maybe weak Republicans. We don't want that."
"This is based on an old custom. Not based on law. I think it is unconstitutional."
