It looks more like they are surrounding and cutting off the places with the real problems - AZ, IL, CO, CA, MT - these, and the others in gray are the problem states...
I heard many years ago, that the CIA like to retire to the area we live in (N AZ)...
There are tunnels, and nodes where we are, it is at 4800ft, on old rock, without any new volcanoes or large faults.
