Basically, if the FCC get THEIR WAY.. It'll be the death of not only the FREE over the air TV broadcasts. But the death of the DVR/PVR(TiVo, tablo, and etc). You'll no longer be able to RECORD shows for free or at all. Because the signal will be encrypted. Like a store bought VHS Tape; can't copy it, because it's encoded.
