They always find a way around the regulations, and cannot be trusted with the wellbeing of all humanity. These Evil Entities that engaged in DEMOCIDE, which was the attempt to wipe out the entire Human Species (that term coined by Pascal Najadi, most accurate) cannot be allowed to exist. They must be eradicated utterly, because Evil is in their nature and if ever let loose upon Humanity again, they will just try Democide Humanity again.
