Sounds like it. The migrants and refugee population have to return to their country of origin to get GESARA benefits. I think both countries have to cooperate.

No such thing as GESARA I read up on it 4 years ago it got introduced as a bill and never got passed the first hearing the real story of this was based around a farmers bill to stop government foreclosing on their property but i do believe there will be something like it
