How many ways can he tell us we’re under Continuity of Government?
“The Alien Enemies Act can ONLY BE INVOKED BY THE PRESIDENT OF THE UNITED STATES. This law grants the president wartime authority to detain, deport, or restrict non-citizens from nations deemed hostile to the U.S. during a declared war, invasion, or predatory incursion”
So, if he didn’t? Who did?
The United States Military, under Law of War would be my best guess.
