Everything was/is/always has been a Military Sting Operation.
Cabalistas were surely forced to entrap other Cabalistas, and they gotta look good.
Makes sense to me they would be praised, for a time, to look like they were winning, when they were actually losing BIGLY.

Had a friend who was a Narcotics Detective. Greatest guy in the world. Brave as heck. If anyone saw him, however, they'd say he was a rabid gangster, but he was a dedicated Cop.
In my mind, a "deal" might entail preserving some legacy or means for the family or leaving them penniless, or receiving a firing squad (which is instant) instead of a rope (which can take long if something doesn't go just right). That's probably the level of "deal" offered.
No one gets off Crimes Against Humanity,
No one gets off Crimes Against Children.
