One can only assume the white hats know this, and have a plan.
Of course, the petty, infantile mentality of the psychotic alliance of evil, would be just as happy, with ruining the inauguration - terrorism by inference - it achieves the same effect, it ruins the event... like a jealous 8 yr old trying to ruin a siblings earned recognition.
