It should be :

If H-1B workers are so skilled, then why do they need to be educated at American tax player's expense ?
Shouldn't that expense go to educate Americans so they can be skilled at said work ?

Ah. Sounds more like the one sister got her a job where she was working, and the company paid for the sister too.

From what I am seeing, the company foots the bill, the colleges (even tax funded ones) charge higher rates for foreign students.

The base issue is a shit US high school education system, more concerned with DEI abd sport, than reading, writing, arithmetic. That needs to be changed, then companies won't spend money educating foreigners to do the jobs Americans are not willing, or, are too indoctrinated to do.
