Paul was speaking of the fierce battle that the faithful have and what weapons must be used in that battle. The whole armor of God must be worn to stand against the assaults of the devil.
Take a look at the same verse from the 1599 Geneva Bible, paying attention also to the commas and use of the word, "and."
Note the "wordly governors, the princes of the darkness of this world."
They "are" in high places.
For we wrestle not against flesh and blood, but against principalities, against powers, and against the worldly governors, the princes of the darkness of this world, against spiritual wickedness, which are in the high places.
