The Railroad Unions are the only labor organizations subject to a takeover by the government by law. Some unions have no strike agreements the most famous was the Air Controllers who were replaced when they held an illegal strike. If a railroad union violates a back to work order from Congress after a 90 day cooling off period, the union members can be "drafted" into military service and ordered to return to work or go to Leavenworth.
That law was passed under Truman and is still in effect today which explains why you never see a railroad strike lasting more than a few days.
Politicians take money from lobbyists and labor leaders do the same but that doesn't give the government the right to take over an entire industry. The government actually helped create the problem with the passing of FELA, the Federal Employee Labor Act which benefits the employee but creates an environment ripe for corruption.
