A sealed indictment does not necessarily name only one person, they can include entire groups of people.

I believe each Federal Indictment can list up to 99 individuals, but there might not even be a limit considering a National Emergency has been Declared.

When a Federal Indictment is issued or unsealed, that means arrest(s) carried out.
