Congress just included a hidden clause in the bill that hands WHO full authority over US citizens in case of Emergency, to suspend Constitutionally Guaranteed rights.

ANYONE who declares suspension or attempts to enforce suspension is making war against the people, violating constitutional oath, immediately forfeit authority, the proclamations are disregarded.
