When I make potato soup after the potatoes boil I add cheese to the water. It melts and makes it creamy like milk or add extra cheese to make it cheesy potato. I sauté onion, celery and carrots and add to soup. Put just enough water in pot to cover potatoes.

Someone on X suggested using vegetable broth instead of water so I am going to try that also.
