Far as we know, Carter is still alive
& technically, Bill is supposedly alive too
as are technically Biden, Obama & Bush.
However, this is QTeam's movie
& we THINK all THOSE guys were taken out

Carter was never given an envelope at Bush funeral. He was considered to country to comprehend their motives. This is putting it nicely. Carter is gone due to age.
