These steps are actually required to hand over military control. The sitting President must call for a peaceful dispersal and in the face of failure with that he can call for military control. Orders were followed, the law was executed properly, we witnessed a "peaceful transition to military power" already. People need to remember this and stop saying "Nothing is happening!"
