I think it means other convictions must happen before declass. They can't technically put out info on an open case. It could compromise it.

Other convictions of personnel would mean completion of investigations, evidence to Grand Jury, Indictment, Conviction. if we go through the civilian court system, THE PLAN WILL NOT COME TO FRUITION ON TIME. Thus, the logical inference is that there are Tribunals going on right NOW. AGAIN, TRUMP GETTING CONVICTED OF FALSE CHARGES IS A RISK WHOSE CONSEQUENCE IS CIVIL WAR.
