I don't think it's him. He actually played Biden on SNL and you can clearly see it's Jim Carrey even with all of the prosthetics and makeup. Look up the videos up on YouTube. I think this Biden is either another actor with a good mask, or possibly an unknown actor just a body double playing him. In the beginning I thought it might be the real Biden who had a facelift, but the ears don't match.

I thought the same thing about the ears but I looked it up. Days do tighten and change after a face-lift. So I don't know....it's all very questionable
