mother tried to tell me that he broke rules but she made all kinds of excuses why she thought it was OK
he smirked about it
she said she does not want him to feel uncomfortable, but she won't acknowledge forcing me or other neighbors to be upset with his vandalism (could have been $6000 repair)
all I could think of was that next time he breaks the rules, it will be with the police, not us, and they won't listen to excuses of how he is just another "goot" boy
generational difference: I would have made my kids apologize for causing a problem, but parents nowadays never think their kids is a problem, especially when they are somewhere kids are not allowed without an adult, but she let her kid go unsupervised.
next time the overpriced $6000 bill will get sent to their house by an attorney instead of a volunteer fixing it for parts to be nice

But I should have told the mom that her son was making neighbors uncomfortable with his vandalism, cuz she did not want him to be "uncomfortable"

Definitely some parents don't think their kids is a problem, but I seen more than that.
Many parents today don't know when to say 'no' (in some form) for whatever reason. They don't want to seam harsh, don't know when to step in, don't think the kid will ever listen; they want the kid to learn and grow, or it's the broken family situation. Basically, not trying to step in or stepping in at all will cause issues down the line.
