According to the reporting of Shellenberger on the CTIL files...
Just before leaving office, the Obama White House ordered the creation of a "counter-disinformation project to stop a 'repeat of 2016.'" A "former" British intelligence analyst was in the room and went on to be a leader of the CTIL.
The CTIL included members of UK intelligence and military. They would conduct offensive influence operations including operations surrounding the 2020 election.
This activity is exactly what the intelligence community has accused Russia of doing in both 2016 and 2020.
This also fits the definition of "foreign interference" as outlined in EO 13848.
