Honest question that I am struggling over; I have no answer. GOD reduces earth to 8 persons at the flood, He knows what will transpire in the times that follow. Why continue and condemn more souls? Why not stop with the 8?
If He ends it there, no more sin no more suffering, death or condemnation.
I know the obvious answer is for His and His son's glory.
Not a warm fuzzy for billions that thereafter enter into the lake of fire.
I trust yet am overcome by the apparent disregard for those created in His image.
I believe Lord, help my unbelief.

If I might have a go at this ;
For me (in my opinion) God did not stop and leave it upon the 8, because it is like the story of the Prodigal Son. We have to experience life and feeling a lack of love, a lack of worldly goods and finally return to God with the experience. Same with after the flood. People were given a choice (hard for a Father to watch) to either turn away from him, or turn to him. It always leaves room for our choices and free will.
I do not think I was able to help you, but you sparked a thought in me and a desire to try to answer your unanswerable question.
God is love.
