I don't believe it's incompetence or coincidence. It's purposeful destruction.They are doing exactly what they want to do. Some people keep calling them "stupid" when in fact, to not see it is to be "stupid." Sure, there is a level of incompetence with people they use, but they are controlled by smart, competent people who just continue to commit crimes. It's been going on for decades. Same shit show.
