Fentanyl doesn't readily absorb into the skin as people would believe. Most of the PD overdoses have been anxiety attacks based on placebo effect. Fentanyl can be ingested via airborne particles though or if you touched the rag and put your fingers in your nose or mouth.

Go after the manufacturers!
They made the dangerous drug. Who allowed it to be released?
The FDA, did they say it was safe for use?
Take down the makers, and the government agents who has supported, and pushed for this drug to be on the market.
