No where in this does it say anything about the military. How does this source stretch the GSA transition to anything to do with the military? serious question? What am I missing?

It was "FROGMAN_ _ _ _ somthing" that first posted this that i am aware of. It appeared to me as a stretch. After reading the "BILL" it was clear that he ( if responsible ) was making assumptions that are nowhere near what the bill actually pertains to.
