Why are videos reduced to only 23mbs.. No more 90mb videos now?

I just did a screen recording that was 57MG, I used this converter ... reduced it to 7MG

I convert over 150mbs to fit this site. But I get a popup warning that my video exceeds over 23mbs. Which is crappy if you ask me. Never an issue before. The most I converted was a 320mb file to 85mbs. I seriously hope 23mbs (for me anyways) isn't the limit.
