He is quoted as saying, “This should not be kept hidden from the public when pensioners [people dependent on a pension] can't pay their fuel bills.”
More importantly he also found Excel spreadsheets. One was titled "Non-Terrestrial Officers." It contained names and ranks of Military personnel who are not registered anywhere else. It also contained information about ship-to-ship transfers.
So now we aware of lands beyond the ice walls, EXTRATERRESTRIALS may mean EXTRA LANDS. Then it is possible NON-TERRESTRIAL means not on this land, but OTHER or OUTER LANDS.
