Washington DC under attack the power grid was purposely attacked during worst winter storm for cover
Two of the break-ins were at Tacoma Public Utilities substations and the third was at a Puget Sound Energy station, according to the sheriff's office in Pierce County, which encompasses Tacoma.
No suspects are in custody, according to the sheriff's office.
It wasn't due to the storm it was sabotage.

This isn't Washington DC, the article is from Washington state, the other side of the country. It does sound just like what happened in NC though, is there a military base nearby these like in NC?

Yes, there is a very large military base in that area.
