Apparently George W Bush enacted devolution/COG after 9/11 and it's never been rescinded
I remember reading in Behold a Pale Horse that George HW and (Reagan with REX84) had set in motion the ability for Presidents to enact COG and suspend the Constitution — apparently that's exactly what George W did after 9/11.

Unfortunately it is MUCH Deeper than that, but that is one of the more recent and ongoing attacks on the Constitution.
