No that is not what it says.
It says DO NOT USE IN HORSES INTENDED FOR HUMAN CONSUMPTION meaning don't use in horses that will become food. The very next line says NOT FOR HUMAN CONSUMPTION.
People eat horses in other parts of the world and probably here as well....just sayin
